The Walton County Planning Commission held a public hearing for the Comprehensive Plan and Land Development Code (LDC) updates on Monday April 16, 2018. At this meeting, the Planning Commissioners reviewed Part 3 of the Comprehensive Plan update, which included the Infrastructure Solid Waste Sub-Element and Transportation Element; as well as Part 1 of the LDC update, which included Chapter 2 – Zoning Districts, Chapter 4 – Resource Protection Standards, and Chapter 5 – Development, Design and Improvement Standards.
The Planning Commission approved the updated Solid Waste Sub-Element as written, and approved LDC Chapters 2 and 4 with conditions including a request that boat storage to be added as a use to the Parks and Recreation Zoning District in Chapter 2, and that aquifer recharge and wellhead protection areas in Chapter 4 are revisited at a future date. No action was taken on the Comprehensive Plan Transportation Element or LDC Chapter 5 which would be considered at a future Planning Commission meeting.
The Walton County Planning Commission will hold a public hearing on Monday, April 16, 2018, at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459 beginning at 5:00 pm, to hear the following items:
Comprehensive Plan Amendments Part 3 Continued - Consideration of an ordinance containing proposed amendments to the Comprehensive Plan including: substantially revising the Infrastructure Element (Solid Waste Sub-Element); substantial revisions to the Transportation Element including substantial revisions to both text and maps within the Element
Land Development Code Amendments Part 1 – Consideration of an ordinance containing proposed amendments to the Land Development Code including: Substantially revising Chapter 4, Resource Protection Standards creating consistency with the draft Comprehensive Plan Conservation Element and Coastal Management Element, adding new programs and language related to: 1) maintenance of preservation areas by permit; and 2) creation of a density bonus system for the restoration and enhancement of existing wetlands for Planned Unit Developments 100 acres or larger in size. Substantially revising Chapter 5, Development Design and Improvement Standards creating consistency with the draft Comprehensive Plan various elements, revisions to achieve greater clarity, providing more clarity related to compatibility of land uses, substantially revising landscape and buffering requirements, revising single family residential stormwater requirements, and revising parking standards among other substantive changes. Substantially revising Chapter 2, Land Use Districts creating consistency with the draft Comprehensive Plan Future Land Use Element and implementing County-wide zoning standards and a County wide Official Zoning Map.

Walton County hosted two public workshops to present the Work-In-Progress DRAFT Phase I Land Development Code Updates on Tuesday, February 27, 2018, and March 6, 2018, at South Walton Courthouse Annex, 31 Coastal Centre Blvd in Santa Rosa Beach. During this meeting the Work-In-Progress drafts of Chapter 2 (Zoning), Chapter 4 (Resource Protection Standards) and Chapter 5 (Development Design and Improvement Standards) were discussed. Thank you to those who came out to be participate in this planning process.
This is the first of three phases that the Land Development Code is being updated in.
These workshops are part of Walton County’s initiative to update both the Comprehensive Plan and Land Development Code to achieve a high quality built environment while preserving and enhancing the natural environment.

Public School Facilities Element
Repeal of the Public School Facilities Element with existing Policy PS-1.2.7(2) – a requirement for sidewalks for new development and redevelopment within 2 miles of an existing or planned school, to be incorporated in the Land Development Code Chapter 5, Development Standards, for new development and redevelopment within 1 mile of an existing or planned school.
Intergovernmental Coordination Element
Approval of the draft language as proposed.
Capital Improvements Element
Approval of the draft language as proposed, with the understanding that the Capital Improvement Schedule is not included.
Infrastructure Elements (Potable Water/Groundwater Recharge, Solid Waste, and Drainage)
Approval of the draft language as proposed, with a change to Drainage Policy I-22.214.171.124, whereby the County would initiate the stormwater utility study for the ordinance within 3 years.

Walton County hosted three public workshops for the Walton County Land Development Code Update. The workshops were held on Monday, November 14, 2017 at the South Walton Courthouse Annex in Santa Rosa Beach; Wednesday, November 15, 2017 at the Freeport Community Center in Freeport; and Thursday, November 16, 2017 at the Rosemary Beach Town Hall in Rosemary Beach. Thank you to all who came out to provide their comments and ideas.
At the workshops, attendees were introduced to the Land Development Code update project and learned what the Land Development Code is, how it relates to the Comprehensive Plan, the scope and timing of the project, and how to stay involved. Additional discussion with attendees focused on the issues of monster homes, developing standards that promote compatibility between adjacent uses, and other issues raised by the attendees. The Phase I Comprehensive Plan Updates (including the Coastal Management, Conservation, Housing, and Recreation and Open Space Elements) were transmitted to the Florida Department of Economic Opportunity for state agency review on September 21, 2017. The Board of County Commissioners approved transmittal of Phase I of the Comprehensive Plan Updates at a regularly scheduled meeting conducted on September 12, 2017. Phase I of the Comprehensive Plan Update approved by the Board of County Commissioners included recommendations from the Planning Commission as discussed at their meeting conducted on June 12, 2017.
